Assistant City Manager

The purpose of this position is to perform managerial and administrative work in assisting with the oversight of the overall daily operations of the City government as well as providing oversight to the departments that impact the operations of the City of Myrtle Beach including, but not limited to, Public Works and Capital Projects.

Essential job functions include supervising, directing, and evaluating assigned staff; directing assigned City departments and their daily operations; analyzing operations, staffing levels and organizational structures; coordinating submission of budget proposals from assigned departments; managing and conducting varied special projects as requested; attending and participating in City Council meetings and staff meetings; establishing, developing and maintaining a variety of professional relationships with external parties in support of government plans, programs and services; overseeing the personnel functions for assigned departments through assigned managers and staff; preparing or completing various forms, reports, correspondence, charts, budget documents, agenda items, spreadsheets, presentations, performance appraisals, or other documents; receiving various forms, reports, correspondence, statistical data, invoices, budget documents, time sheets, job applications, agenda items, project status reports, codes, ordinances, policies, procedures, manuals, reference materials, or other documentation; reviewing, completing, processing, forwarding or retaining as appropriate; communicating with City officials, City employees, vendors, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction; attending various meetings, serving on committees, and making presentations or speeches as needed; maintaining comprehensive, current knowledge of applicable laws/regulations; maintaining an awareness of new products, methods, trends and advances in the profession; reading professional literature; maintaining professional affiliations; and attending workshops and training sessions as appropriate. Operates a personal computer, general office equipment, or other equipment as necessary to complete essential functions, including the use of word processing, spreadsheet, database, or other system software.

Additional functions include acting as City Manager when City Manager is absent and performing other related duties as required, requested, and assigned.

Minimum qualifications require a Bachelor's degree; Master's degree in Public Administration is highly preferred; ten (10) years of progressive, related experience in local government. Experience in economic development is strongly preferred. Must possess and maintain a valid driver's license. Knowledge, skills and abilities include knowledge of public administration principles and practices, City practices, policies, and procedures, budgeting and accounting, algebra and geometric principles and calculations, project management including capital projects, customer service principles, negotiating, organizing and planning, resolving conflict, solving problems, communicating both verbally and in writing, performing addition, subtraction, multiplication and division; calculating decimals, percentages and fractions; and performing mathematical operations including algebraic and geometric calculations, managing the work of others, synthesizing and integrating data for predicting, anticipating, and planning for future events impacting the organization, functioning in a director capacity for a major organizational unit requiring significant internal and external interaction, operating, maneuvering and/or controlling the actions of equipment, machinery, tools, and/or materials used in performing essential functions, utilizing consulting and advisory data and information as well as reference, descriptive and/or design data and information as applicable, analyzing major problems that require complex planning of interrelated activities that span multiple work units, exercising judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs, establishing rapport, listening, and establishing positive work-related relationships.

Physical demands include occasionally exerting up to 10 pounds of force to move objects, hearing voices and discriminating among sounds, lifting, mental acuity, pulling, pushing, speaking, expressing ideas by the spoken word, and visual acuity in data/color. Tasks may require the ability to sit for extended periods of time at a keyboard or workstation.

Work environment is performed in a general office or meeting room setting without exposure to adverse environmental conditions. Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
